East Moline Mayor Reggie Freeman gives State of the City address

Mayor Reggie Freeman’s State of the City address underscored a strong commitment to strategic investment, community growth and strengthening East Moline’s business environment, aligning closing with the QC Chamber’s Local Legislative Agenda.

  • The more than $25M Greater Downtown Revitalization Project includes streetscaping around The Bend, new multipurpose trails, a more pedestrian‑friendly 15th Avenue, and safer pedestrian railroad crossings. The project exemplifies shared goals for a vibrant, accessible urban core.
  • The Business Improvement Grant program is meaningfully supporting small businesses and strengthening local entrepreneurship.
  • Updated and aligned incentive tools, including a new TIF District, Enterprise Zone boundary amendment and the state historic tax credit within the River Edge Redevelopment Zone, position East Moline for sustained development and investment.
  • The City’s commitment to over $100M in water and sewer infrastructure improvements over the next decade reinforces a foundation for future growth and business stability.
